At Holy Spirit Primary School Thornbury East, we are committed to fostering a safe, inclusive and supportive learning environment where every child can thrive socially, emotionally and academically.
Positive Behaviour for Learning (PBL) is a whole-school framework that helps schools plan and implement consistent practices to improve educational and behavioural outcomes for all students, staff and families.
The PBL framework is founded on a proactive and positive approach to wellbeing, with targeted support for children requiring additional assistance. It recognises that positive relationships, predictable routines and explicit teaching of behaviour are essential for student success.
At Holy Spirit, our school-wide behaviour expectations are for all members of our community to be:
- Safe
- Respectful
- Responsible
These expectations are explicitly taught, modelled and reinforced across all learning environments to help students understand what positive behaviour looks like in different settings.
PBL is grounded in the understanding that we cannot assume children automatically know how to behave. Just like academic skills, social and behavioural expectations must be explicitly taught, practised and supported over time. Introducing, modelling and reinforcing positive social behaviour is an important component of every child’s educational experience.
Our school community continually works together to embed and strengthen the values and behaviours that reflect who we are as a Catholic learning community.

PBL and MTSS
PBL also supports our school’s Multi-Tiered System of Supports (MTSS) approach to wellbeing and learning. Through MTSS, students receive different levels of support based on their individual needs:
- Tier 1 – Universal Supports
Whole-school expectations, routines and positive behaviour practices provided for all students - Tier 2 – Targeted Supports
Additional small-group or targeted interventions for students needing extra support
Tier 3 – Intensive Supports
Individualised and specialised supports for students with complex behavioural or wellbeing needs
By combining PBL and MTSS, Holy Spirit ensures students are supported through consistent expectations, positive relationships and responsive interventions that promote wellbeing, engagement and success for every learner.
